As a long time SAAB owner I can give you a few pieces of advice. First, the cooling fans do NOT run when the car is at speed, thier function is only to pull air through the radiator when the car is stationary, or at low speed. The fan operation is controlled by a thermo-switch located in the drivers side upper part of the rad. When the car is at speed the ram air more than cools the rad. It is very common on older SAAB, and even some newer (just did this on a 1993 900 with 45k miles!) to develop poor heat transfer in the radiator. The cores or tubes inside the radiator become clogged with scale and debris and do not allow for a good heat exchange with the outside air. The fix is simple, a new radiator. I would suggest using the 900 Turbo radiator, it will fit your car just fine, costs no more than the "S" radiator and will cool much better. Typically we replace the Thermostat and gasket, radiator, and flush the cooling system during this service. Be sure to the proper antifreeze when you do this, some antifreeze does not offer the proper protection to the aluminum parts of the engine and cause this material to dissolve and be deposited in the new radiator.
