The thermo switch for the fan is downstream of the thermostat and therefore if is it is not opening fully when the water is hot, the fan doesn't come on and if it does, it doesn't matter since the flow is so low. The other switch is in the radiator and will remain cold under low flow. You can always pull the leads off of the switch on the radiator and just push them together and see if its better when you drive. The fan will stay on indefinitely that way.. If it is not better, it is almost certainly the thermostat. Replace the thermostat.. they're only a couple dollars (pounds) and easy to replace. If that doesn't do it, and the thermo switch works, get your radiator serviced. Takes about 30 to 45 minutes to pull the radiator. Take it to a radiator shop and have it dipped and rodded(sp?). Next guess would be loose belt on the water pump or faulty pump (doubtful). If that doesn't work, torch the thing. If you want more info on where the thermostat is or where the switches are, mail me.
