First, the turbo bypass valve, also know as the "hooter valve". This is quite easy to check with a hand-held vaccum pump. A leaking or otherwise defective valve will cause the problem which describe. This is the most likely culprit. As always, check for vaccum leaks, very common on the older cars, esp. the turbos. Vaccum lines cracked, and sometimes become hardened so they do not seal well on the vaccum fittings. We use a silcone type of vaccum line in our shop that was made for BMWs, but works great with the SAABs. It stays flexaible and does not harden or crack even after years of heat. You might want to check with the local BMW dealer about this. The ISC motor is always suspect, although this is typically a "steady-state" failure and should not be an issue just when the turbo is boosting.
