Since it's the foam backing that's glued to the fiberglass headliner shell the only real fix is to remove the headliner and strip (scrape) off all the old junk and replace with new fabric. The SAAB Club newsletter "Nines" has a couple of advertisers that carry replacement kits (foam backed fabrc and glue) or the local auto interior shop may be able to do the job.
