Sounds like you have a earting problem. Try examining the cables from the lever to the relay coupling box, as well as the cables from the box to the wiper motor. The times you moved the lever in order to shut it off, and so actually happened is probably just sheer luck. If you do have a earthing problem, it would most likely override the lever control. If you need the electrical scheme, I might still have it, since my last car was model '88 - the same electrical layout in these matters. IŽll be happy to scan and send to you directly.
