That's what fog lights are for. Then why are they called 'fog' lights? Why not 'lower headlights' or 'auxiliary headlights'? They are called fog lights because they are mounted as close to the road surface as possible in order to illuminate the road below the level of the fog. Headlights are worthless in heavy fog because the illuminate the /fog/ above the road, not the road. Fog lights are not intended to augment headlights in normal driving conditions in any meaningful way.
