Fog lights are usually used in this country by 'posers' (I hope you Americans know what I mean) to glamorise their cars. With todays modern tungsten lamps there is hardly any benefit to be gained. Spot lamps and fog lamps are a throw back to the days of yore when the dynamo controlled the power output and filament lamps threw pathetic beams. In Britain, it is against the law to use them other than in adverse conditions, as is the case with the rear intensive lights which are normally wired only to operate when the front beams are dipped. Saab is on of the most safety conscious companies in the world as we all know and yet my top of the range 900 Turbo is fitted with no extra lamps at the front.
