I know it is a different car but my 99 turbo kind of has a similar problem and it is the switch all you have to do is jam somthing in it to stop it going all the way on because it seem on my car as if it is going in too far i don't know it might work however if it is the relay you could try cleaning it up and filling it with WD40 it sometimes works!!
