Really? Try this in your driveway (on a clear evening): Turn on just your fog lamps. There is illumination spread in a wide, 180-degree pattern. Now turn on your low beams (leave the fog lamps on). The amount of light has increased *enormously* toward the front of the car. Leave the low beams on and switch off the fog lamps. See a big difference? I though not. The fog lamps simply don't add a significant amount of light to the low beams. The only place they make a difference in this case is immediately to the side of the car next to the front fenders (not a great place to focus your attention while driving).
