Definitely... look at the APC solenoid.. that would definitely
cause "surging" problems.  Also, you might wanna have the wastegate
checked... a weak or damaged wastegate diaphragm could cause this,
but such a thing would be pretty rare, 'specially on a car <5 years
old...
