I had a problem once right after the car had been serviced. The boost would start going up, but top out in the yellow. I also noticed the sound of a lot of rushing air. When I checked under the hood, I found the hose that coupled the intercooler back to the intake manifold wasn't completely pushed onto the metal pipe which caused an air leak under pressure. Pushing the hose completely onto the pipe and tightening the hose clamp solved the problem.
