It's either a vacuum leask, a blown turbo bypass valve (could also
cause your low boost condition), or most likely your automatic
idle control (aic) valve.   

Um... this would be true if yours is the 2.0l engine... it may
not be true for the 2.3l, but could be... I don't know which
engines the '89 Carlssons had...
