Sounds like a vacauum leek. You can here the leek if you listen under the hood, and sometimes inside the car next to the defroster vent on the dash. Look at the hoses and listen real careful and you may fine a leek. I did on my 89 turbo and it was very simple to replace. Actually I had to replace the hose because I had installed a gas line hose instead of a vacauum hose. You must make sure the hose is for vacauum and not gas line hose or it will not be strong enough for the vacauum.
