The 9000's with tcs have been a pain in the butt. What I have seen is the throttle body where the tcs is housed becomes rusted and fails. It requires a new body at a large amount of money. Saab knows of the problem and discontinued TCS on the cars. I would take it back to the dealer and make sure they fix it. Or if they are unwilling, there is a kit you can buy from saab to install a switch to shut off the tcs. This was standard on the 1994 model.
