Sounds like you have a comprehensive vacuum hose problem. All of the systems you mention usually draw their power from the vacuum system. The gushing/hissing noise you hear from the dash really is coming from the dash, where the vacuum hose connects to the guage. Since the needle moves a little, the hose is probably just cracked, instead of hanging completely loose. Totally unlikely that it is a sign of any problem with the turbo and/or wastegate. Cruise control and brakes may not be working well because of the lack of vacuum caused by the leak in the turbo guage hose, or there might be another hose or two that are leaking, and/or that hose may have a "Y" in it that feeds both the brakes and cruise control. I wouldn't be surprised if your idle is a tad high, too.
