Subject: Vaccum Problems with brakes and turbo?

I have an 88 9000 turbo, with an automatic transmission. I think I have vaccum problems - 1st evidence: my turbo gauge needle never goes all the way down to the left when I turn the car off (it stays on the middle of the white zone). I looked for broken or loose lines, and I cannot find any. I wrapped a piece of plastic around the vaccum connectors to the head cover to tighten their vaccum, but I noticed a 4 mpg drop - so I took the plastic out. I noticed that the needle at the time moved a little less. 2nd evidence: when I come to a short sudden stop, the car behaves as if it were to stall, but does not. 3rd evidence: I noticed that the break fluid level on my break booster goes up and down without any apparent reason. Does anyone have any idea what is going on? The car has a very slow take off, but if behaves well at higher speeds (very good pick up betweer 55-90mph) I appreciate any words
