Why? I can't answer that, though mine on my '88 9000T were clouded up when i had it Ziebarted (bad move, now have rust where the idiots drilled their holes.) Can they be cleaned? Yes. The lens (assuming a US model) come out. Remove them, then take straight Simple Green, pour into lens, swish around, then rinse, and Voila, film is gone! However, you now need to thoroughly dry the interior -- no easy feat. I took a towel, and a long screwdriver to force it into corners, then used one of those heat paint strippers (be quite careful, there's plastic in this part) to get the lens hot to evaporate any water left, because once that halogen bulb is clicked back into place, there is no escape for moisture.
