WetSprocket, If the 96 9000CS is yours fluid check and/or replacement depends on mileage or time. If you have an auto trans, the fluid and filter should be changed every 24,000 miles or two years. My Saabtech friend has an 87 9000T with over 196,000 miles. He flushes his power steering fluid annually, and his original rack is still going strong. I like to flush my coolant annually and I use distilled water to mix with my coolant. Brake fluid should be flushed or changed once every two years or about 24,000 miles, as well.
