My 84 900T had the same problem. The valve that controls the heater is under the front driver side speaker grill. Just unscrew it and look into there for a very complicated looking valve with a white control on it. At least, mine was white. Mine was broken, the white stick that is controlled by the knob on the dash had broken, so you could turn the knob till your hearts content and it would do nothing. We just rotated the valve every season to set it to heat or air conditioning.
