Both OFF and ON can result from corrosion on rear light cluster mounting plate. Corrosion can bridge the gap between powered and earth tracks on the plate. Another classic example of this is when you get a fairy light display every time you switch on your turn indicator and both indicators, brake lights and goodness knows what light up.
