Les, Most in the trade call it a Warm Up regulator. It adjusts the pressure on top of the piston in the fuel disturbutor according to the engine temperture, and it also has a small electric heater inside of it too. When it doesn't work right it will give you a bad hesitation or even backfire when cold and can cause little power avqil. when engine warm. Fred R.
