It sounds like it's working correctly. IIRC, only the older, non-air-conditioned 900s used a single fan. When AC is added, both fans come on when the coolant temp gets high (2/3 to 3/4 on the gauge, if you have the standard thermoswitch; a VW part is available to turn them on earlier). When the AC is turned on, first one comes on, then the second. Both run most of the time. I wired a switch and second relay to jumper the fan relay that controls one fan. I can turn on a single fan at will, and the second fan runs normally via the thermoswitches. -- John R.
