You can get what you want, but you'll have to visit the dealer. With DRLs, the headlights come on whenever the engine is on, no matter what position the light switch. When the ignition is off, the parking lights only come on in the parking lamp position. Fogs come on only when the light switch is set to parking or on and the ignition is on. If you pull the fuse for the DRLs, the headlights will be off while the ignition is on and the switch is in the off position; the headlights will be on when the switch is in the on position, and the headlights will be on when the engine is running and the switch is in the parking lamp position. Fogs operate as above in parking and on positions. Unfortunately, this defeats the purpose of running fogs without headlights to eliminate glare in severe situations. To get the headlamps to operate properly, you must remove the DRL fuse and take your 9-3 to the dealer to reprogram the computer. This should take no more than 1/2 hour. The dealer must tell the computer that the fuse is missing and that the DRLs are disconnected. When done, the headlamps will work like a normal car: Off is off, Parking is parking, On is on - all regardless of whether the car is running or not. In the On position, the headlamps will go on and off with the key, just like they always used to. So, you get the best of all worlds. If you want DRLs, just leave the headlamp switch in the on position.
