I don't know...! But I do use my parking lights regularly. I often visit friends in unlit suburban development areas, and end up parked on the street. Admittedly, not many people use them any more (I've gotten countless comments from thankfully concerned citizens warning me that I've left my lights on...), but the feature exists for a reason. I think it's a lot more common in the UK, as well. I pretty well leave my lights in the right most position, and while there have been a couple of situations where fog lights only would have been nice (mostly late night while big flakes of fluffy snow come HURTLING at my windshield down my unpaved country road...), they are too few and far between to justify fooling with the electrics, pulling fuses and updating computer chips.
