If the problem were a faulty ground, the problem would turn OFF and not likely on because the lights would already be turned off at the switch. At first glance I agree that it is a wiring problem, but more of an "intermittent/on" problem. Events leading to lights coming on indicate that something is activating them, namely the brake pedal being depressed. So, the problem is either bare wires touching something, most likely another bare wire, when the car lunges or driver's foot touches wiring hanging under dash when brake is being depressed or, and here'e the one question that gets skipped, have you recently changed the rear brake bulbs? If you put a two filament bulb in a three filament socket, one contact on bulb touches two contacts on base. Feedback!
