The 9-3 actually got three (stars) compared to the 2 stars of the 900, take a look at http://www.highwaysafety.org/vehicle_ratings/ce/midsize_4dr/saab9-3.htm or http://www1.tpgi.com.au/users/mpaine/ncaplist.html At http://www.insure.com/auto/97deaths-tables.html you can compare the 9000 with the 3-series (Some might dispute the usefulness of such statistics, but I think the driver categories of the cars are similar) The Volvo S4 got four stars, but you must consider that the figures only reflects the the result from a single test, and that some manufacturers optimize the crash test performance to these tests - I think Saab does this to a lower degree than some others. The 900/9-3 has on several surveys proved to be one of the safest cars around.
