Subject: What is a Program Car? How much should I pay?

I went out looking for a new car. Found a 99 Trans Am convertible that is what the local Pontiac dealer calls a Program Car but which I would call used. It only has 6,200 miles on it. How much should I pay for this car (a 1999 new like it lists for about $32,000)? Dealer says this was purchased through Detroit GM auction and was a "GM executive car." I'm thinking about buying this car (perhaps today) but I'd like any opinions or to hear about any experiences, good or bad, with this kind of purchase. I think it means it was leased out by GM through some kind of program. Why would anybody turn a car in after 6200 miles. Any input is appreciated. Thanks in advance Richard > > > >
