Unless you're heavily into computer programming, you can't. It's automatically controlled by the fuel-injection computer. The actual component that regulates the idle speed goes by various names, usually "idle valve" or something like that. Probably what is happening is that when you start the car, the computer is telling the valve to open (= higher RPM), and it's getting stuck there. Cure probably is a new idle valve.
