Probably it is the idleregulator feedding air bypassing the throttle. (Sits on top of engine attached too manifold) that is a bit sticky. A new one is quite expensive Many times it is just dirty and can be cleanded. Never hold the connector downward if you do that since you then get dirt in the wrong place. It is not supposed too be serviced inside but I have opened mine and cleaned the commutator and oiled the bearings.It was fairly easy and beacme as good as new.The wear on it was insignificant.
