A very common problem that will cause your complaint is a crank pulley that is beginning to fail. The crank pulley is made in two pieces which are held together by a rubber band. The A/C pulley is attached directly to the inner piece which is attached to the crankshaft. The outer piece is what the P/S and alternator/water pump belts ride on. The noise you hear is the outer pulley slipping on the inner pulley against the rubber. This is usually the worse when the car is cold. An easy way to check for this is to mark all the pulleys in a straight line parallel to the crankshaft with a tire crayon (WITH THE ENGINE OFF!!!), then start the engine and make it squeal. Shut off the engine and move the crank until you can see the line. If the line has moved (ie the A/C pulley mark is not aligned with the P/S, alt/wp pulley, then you have found the culprit. Repair will require replacement of the crank pulley. I would also recommend replacement of the crank seal, oil pump o-ring and alt bushings at this time. If the crank pulley is left in this condition, the outer piece will eventually "walk" into the oil pump housing.
