It's both, or can be. The special unit (at the dealer) is pretty cool, but there is also a really impressive unit available to the rest of us for connecting to a laptop: http://www.baumtools.com/obd2scan.htm You can check and debug error codes, do real time engine analysis, etc. I'm not sure, but with this unit, you're probably limited to engine management. The saab unit does everything - like programming the security code in your radio, or setting the duration of dimming lights.
