I would be tempted to check that the power is getting to the motor first, use a multi-meter and check all the wires at the motor. If power is getting to the motor then it's in the motor. Personally I would then take the motor out and test it, then take it to bits. Mind you on a car that's only 3 years old I very surprised it's gone. THe actual mechanism for the wipers should be ok.
