Sounds to me like maybe the motor that adjusts the mixture of heated and ambient air. I hear something similar on my 88 9KT... it sort of hunts around a little bit from time to time. There's a test you can run on the ACC system. With the engine running, press the Auto and Vent buttons simultaneously and the system will go through a self-test. Takes about a minute to go through everything. The procedure is fully discussed on Townsend Motor's website. The fan being stuck on high sounds like blown components (resistors?) in the circuitry controlling the fan. Hoepfully the websites I reference above may help.
