I had the same exact problem on my '99 9-5. Apparently at the factory, these bozos neglected to connect the vents properly. My dealer said they had to go in and drill some holes in the ductwork to allow the cold air to flow thru to the vents (seems to have worked). btw. have you had any other problems with your car?
