That's the fibreboard that fabric's foam backing used to be glued to. The glue's still there, but the foam has disintegrated. Check your local salvage yard for one the same color. They'll be able to find a wreck that will fit your year, and it doesn't take very long to change it out unless you have to recut a sunroof or something. Alternative, if you just want a "rider" and not a country club car, is to pull down all remnants of the fabric, clean off the residue as much as you can and then glue some new fabric into place.
