Keith It could easily be just a turn or two on the wastegate. I've had 2 '88 900T's that were adjusted that way when I bought them. I boosted the 5spd well into the red with minor adjustment, the automatic I left just at the yellow/red to save the tranny. I adjusted it back down to 1/2 - 3/4 yellow when I gave it to my 18yr old son. A word of advice... It's possible, once you've dialed up the boost, to pop off a vacumm hose if you really stick your foot in it. Locate all the vacumm hoses and snug up all the connections with small wire ties. Also, check all the rubber grommets that accept the plastic fittings for the larger hoses in the intake manifold, to make sure that they are in good shape. They tend to rot from fuel exposure inside the manifold.
