"Runout" is a measure of how much the disc "wobbles" when it is turned. One typically uses a "dial gauge" mounted so that its "finger" rests against the disc surface (using some sort of clamp to hold the gauge in place). Then the gauge is zeroed, the disc is turned, and the dial is finally read to determine just how much the runout is.
