Hi, That's part of the assembly to alter the tilt of the whole seat. The handle at the bottom right of your picture can be rotated around the bar if you pinch it a bit. As a result, the whole front edge of the seat will raise or lower, depending on the position of the handle (N.B. the handle will not sit in any intermediate position - only at the max or min positions). The fun bit is the anchor points at the back of the seat, sitting in a couple of U-bolts on the floor (look for them). Two heights for the back of the seat are possible. You'll find that moving the handle in the picture to some intermediate position will also make it possible to shift between these two back positions. Note that you may have to get out of the seat if you want the back edge of the seat cushion to pop upwards. There are a couple of leaf springs running front-to-back under the sides of the seats that make this possible. In total there should be four combinations of front/rear seat cushion height.
