Thanks for suggestions folks. I have opted for low-budget solution. Pulling off all loose rust, scraping, and roughed out the fender in wire-screen and fiberglass. Doesnt look too bad. After some more work on the structure, I will begin the bondo-ing. Hey, if it looks good driving by at 20mph, I will be satisfied. And I'll have more money left over for GAS!
