Reputable dealers will usually require an ID and signature of a number cut key without seeing a physical copy or original etc. For example in WA the law says you must see proof of ownership, but dealers still bend the rules. I've had dealers cut keys with nothing but a number before, and never had to show any ID or sign anything. In WA the dealer is supposed to fill out a form that is turned into State Patrol, so they can track stolen cars back to a keyholder. I just act confident once I know it is possible and they will do practically anything you ask. I work for a dealer and that is all I ever tell them. It is kind of scary but this rule applies to most anything.
