If you mean by 'having hard time' you are getting vibration at that speed, try checcking balance of wheels. Whiring noise could be clutch release bearing (see if noise goes when clutch pedal pressed) or could be bearings in alternator (remove belt see if noise goes) or possibly bearings in water pump.
