Subject: 89 900 failed NOx emissions test

Our trusty '89 900, 16v recently failed the NJ State emissions test for NOx (reading 1958 vs standard 1323). The car has 188 K miles on it now and still runs well. Although, lately I noticed that the temperature gauge barely goes higher than the lower quarter when fully warmed up, while it used to be more like half way. Also, it seems to idle about 200 rpm higher (1000 vs 800). I'm wondering if this might have anything to do with the higher emissions. Any thoughts on that and what I should be looking for to correct this problem? Thanks.
