It is a solenoid valve which switches between 2 passages. If it is supposed to come out R, it is not supposed to come out W (at any great volume anyway a bit of leak is normal, but just a bit, it is not a rubber sealed spool). Sounds faulty to me if it allows free flow through both passages. You could disassemble and clean it. It may have a bit of dirt which causes a poor sealing. I took mine apart by 'exploding' them with compressed air. The top and bottom of the valve are snapped together. Do not loose the spring or spool. Clean with brake parts cleaner and snap back together. Done this twice. Works fine. YMMV.
