If you can borrow a GPS unit, they show speed and are extremely accurate. then you can know exactly how much the speedo is off. I don't think they can be adjusted. Some 4WD vehicles have speedo drive gears which can be changed because people tend to lift them, put on bigger tires and change the differential drive ratios for off-road use. I don't think you can buy different gears for the SAAB, though.
