We have a 99 9-3 with 30K miles on it, and it is by far the most troublefree car we've ever owned. The only flaw or problem we've ever had was a broken heat switch - replaced free under warranty. This being said, I have noted some difference between various 99 models. Our car was clearly a later run and was assembled overseas. It has a cup holder in the dash, which some earlier 9-3's from that year don't, and we don't have the GM sticker on the handhold inside the window. Of note, those cars seem to have been assembled in the USA, and the people I've met who complain about their Saabs all have this particular model of 9-3.
