Many cruise control problems have to do with cracked vacuum lines. There possibly is a crack in a hose that opens when you go over rough roads. It also might be a faulty electrical connection. Remove the false bulkhead and examine the connections going to the cruise control module on the far right (passenger) side. BTW, does the "cruise" light stay on when the system shuts off?
