Wiring or bad motor. Check the wiring with a 12V test light. If it flashes all the time (probable), it is a new motor which is needed. The local alarm/car stereo installers have cheap equivalent motors which MAY be useful if you cannot get a used one cheaply. The motors are generally 100+ new.
