Sounds like the blend air door is not moving either because the servo is not working, cable disconected or broken, electrical circuit faulty, etc. Take the glove box out of the car to get a view of the servos and operate the hot/cold while watching the servo arm that is connected to the cable that operates the blend air door. That would be a good place to start. If no movement put a 12v test light in the circuit to see if any current is being applied when operating the hot/cold buttons.
