For instance, you don't switch on more lights inside an building when you want to look outside to the dark backyard. On the contrary, you turn off all lights inside and switch on outdoor lights. The main issue is, that it's no use to light up the road in front of your bumper whith fog lights, when you are doing 100 km/h (~60 mph). You have an clear vision of that thing you are going to hit before you even have time to start to brake. It's almost the same thing whith "driving lights" plus high beams, in high beam speeds. Eyes needs to get used to the poor light that high beams provide far ahead and glare from fog lights do not assist them. BTW - It's easy to trick fog lights into thinking the low beams is on.
