I was able to tighten it with a creative use of a channel lock on the inside ridges on the ring..Make sure that the ring is pushed down on the lip of the tank while it is being tightened. The tightening of the ring expands the rubber o-ring to seal the tank. Drive it around after you tighten it and check to ensure that it does not leak. I used a thin film of silicone grease on the o-ring to make it a bit slipperier to ease reassembly. Good luck, you are almost there.
